Here is one quote from the joint legislative audit by the state legislature that I tried to post (but could not.) Basically the conclusion is there is no proof that any expansion westward of the Chesapeake Bay Act was warranted as doing any good.

"Further, the report does not succeed in overcoming a fundamental obstacle
to meeting the study request – a lack of adequate information upon which to draw
definitive conclusions about the benefits, costs, and the effects to local governments
that are entailed in a westward expansion." (p. 78)
